The United States Government (USG), Space Systems Command (SSC), and Tactical SATCOM Division (SSC/TX), in coordination with the Directorate of Contracting (SSC/CGK), is conducting market research to identify industry partners capable of performing System Integrator (SI) functions or activities in support of the Enterprise Management & Control (EM&C) program. The USG intends to solicit and negotiate a contract or agreement with the contractor that provides the most technically acceptable solution to the USG under the current Commercial Solutions Opening (CSO) on the Platform One Solutions Marketplace (P1SM). If interested in pursuing this opportunity, please submit a video to P1SM no later than end of October 2026 to allow time for your submission to be assessed in accordance with the competitive procedures of P1SM. The anticipated period of performance for the resultant award will consist of a 12?month base period and four 12?month option periods. The SI is responsible for planning, executing, and validating integrations between the EM&C platform and external programs/data repositories, including the Joint Management Tool (JMT), Unified Data Library (UDL), EMS Beskar, Blitzar, Protected and Tactical Systems (PATS) Mission Management System, and external commercial/government off-the-shelf software (COTS/GOTS). The SI contractor will not author core application code or dictate enterprise reference architecture. Core application code is developed by designated Development Contractors (DEV), while the architectural roadmap and governance are established by System Engineering & Integration Contractors (SE&I). The SI operates as the technical integrator and operational execution engine thereby, driving Program Increment (PI) planning, deployment automation, release orchestration, and enterprise-level test and evaluation (T&E). The SI must remain strictly independent of core software developers to eliminate any Organizational Conflict of Interest (OCI).
