Data sourcing

Principles

• Public sources only. Every notice originates from an official government portal, federal to county, that publishes the information publicly.
• Attribution and links always. Each record names its source and links to the original notice. The per-source registry — with live status, counts and freshness — is public at /sources.
• No paywall circumvention. Sources that require vendor registration or paid access are catalogued and labeled, not scraped behind their walls. Where documents live behind a portal login, we say so instead of pretending.
• Rate-respectful fetching. Adapters run on polite cadences against official APIs where they exist (SAM.gov, Grants.gov) and structured public feeds elsewhere.

How notices are processed

Each source has a dedicated adapter that reads its native format. Notices are normalized into one Opportunity model with a stable per-source identity; duplicates across sources are linked, never merged. Full notice text, attachments and contacts are synced on-site when publicly available, with per-record provenance. Every re-observation of a notice is kept, which is how we surface amendments and deadline changes.
