A market survey is being conducted to determine if there are a reasonable number of interested businesses for the below future project. Project Location: United States Army Garrison (USAG) Ansbach; Bavaria, Germany Katterbach Kaserne Project Description: This is a Design/Bid/Build project. The US Government intends to solicit to construction firms to perform military construction and other Sustainment, Restoration, and Modernization (SRM) projects in the country of Germany as described within this announcement for the state of Bavaria. Construct a fully functional, islandable, and black start capable microgrid. The microgrid will include solar photovoltaic (PV) power production to provide daily, on-site renewable energy generation to offset incoming power from the local utility. Additionally, this project will also include diesel fuel generators, a battery energy storage system (BESS), and a microgrid controller to control all energy generation assets and manage electrical loads. This microgrid system will connect and distribute power on a government owned electrical distribution system. This microgrid is to provide resilient power to facilities at Katterbach/Bismarck Kaserne. Contract duration is estimated at 743 calendar days. The estimated cost range is between $25,000,000 and $100,000,000. NAICS code is 237130. All interested Other than Small, Small Business, certified HUBZONE, 8A, Woman-Owned Small Business or Service-Disabled Veteran Owned Small Business contractors should respond to this survey via the form link or QR code provided on this posting by Friday, October 09, 2026 by 2:00 PM Eastern Time. Responses should include: Identification and verification of the company s size status. Contractor s Unique Entity Identifier (UEI) and CAGE Code(s). Identification of firm s current single and aggregate performance and payment bond limits. Description of Experience Provide descriptions on up to three (3) projects completed by you as the prime contractor or if the offeror is a Small Business, they can provide Past Performance of affiliates in accordance with DFARS 215.305(a)(2)(C). Submissions of Past Performance from affiliates shall include documentation of the affiliation to the offeror. To be relevant, the projects submitted should be greater than 95% construction complete or completed within the last five (5) years and are similar to this project in scope and complexity. Demonstrate experience including self-performing 15% of the construction. Provide documentation demonstrating experience for projects of similar type projects. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages and quality of performance. Projects similar in scope shall include construction of a microgrid demonstrating a sufficient combination of the following scope elements to substantiate the offeror's technical competency, based on the complexity, scale, and integration of the demonstrated elements: (1) Installation of diesel centralized generators to power multiple buildings and fuel tank farm system (2) Installation of necessary breakers and switchgears (3) Installation of photovoltaic systems (4) Installation of electrical and telecommunication duct bank (5) Installation of a BESS (Battery Energy Storage System) (6) Information and communication systems (7)Commissioning of microgrid systems Projects similar in size to this project include: Construction of microgrid systems that meet or exceed the following: (1) Construction and installation of diesel generators able to handle loads of .5 to 2.5MW (2) Construction and installation of a PV Array of power production of 500 kW to 1.5 MW…
