HVAC Troubleshooting, Repair, and Maintenance Services (Blanket Purchase Agreement)

The US Army Corps of Engineers, Walla Walla District is seeking small business sources for HVAC Troubleshooting, Repair, and Maintenance Services (Blanket Purchase Agreement). The work is located within USACE Walla Walla District to include work in Idaho, Oregon, and Washington. The North American Industry Classification System (NAICS) code for this project is 238220, Plumbing, Heating and Air-Conditioning Contractors, and the associated small business size standard is no more than $19,000,000 in average annual receipts. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Further information regarding this project will be available through SAM.gov upon release of the solicitation. The solicitation will include sustainability clauses as appropriate for the project. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. All interested offerors are required to provide the following: A list of current or past projects demonstrating technical experience with work of a similar nature to that listed in the Summary Scope of Work. For each project submitted, provide a brief narrative statement of the work involved, your firm's role in the project, the dollar value, and the completion date. Include a statement detailing any special qualifications and certifications applicable to the scope of this project, held by your firm and/or in-house personnel. A reference list for each of the projects submitted in 1) above. Include the name, title, phone number, and email address for each reference. A statement of your firm's business size (Small Business, HUBZone Small Business, Service-Disabled Veteran-Owned Small Business, 8(a), Small Disadvantaged Business, or Women-Owned Small Business) with regard to the NAICS code listed above. A statement that your firm intends to submit an offer on the project when it is advertised. Your firm's CAGE Code and Unique Entity Identifier (UEI). Confirmation that your firm can comply with FAR 52.219-14 (Limitations on Subcontracting) by performing at least 50 percent of the cost of contract performance incurred for personnel with its own employees or similarly situated entities. Answers to the following questions: a. Given the wide variance in equipment in the scope (from wall-mounted PTACs to 1,500-ton industrial water-sourced heat pumps), what is your firm's core competency? For which systems do you primarily rely on in-house technicians versus sub-contractors? b. Do your in-house technicians hold specific OEM (Original Equipment Manufacturer) factory certifications for large-tonnage industrial systems (e.g., Trane, Carrier, York, Daikin)? If so, please list them. c. When utilizing sub-contractors for specialized or heavy industrial HVAC repairs, how do you vet their qualifications, safety compliance, and workmanship? d. For critical industrial HVAC failures, what is your standard emergency response time for having a qualified technician on-site? e. How do you manage your supply chain and parts sourcing to minimize downtime for legacy or highly specialized HVAC equipment? f. For a Blanket Purchase Agreement of this nature, what pricing structures are most standard and efficient for your firm (e.g., fully loaded hourly rates for different technician labor categories, standard markups on parts/materials, flat rates for preventative maintenance)? g. Are there any industry standards, commercial practices, or specific terms and conditions we should consider including in this BPA to make it more attractive to highly qualified vendors?
