The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, with the expertise, capabilities, and experience to successfully provide Contract and Procurement Support Services. The Healthcare Contracting Division Northeast (HCD-NE) on behalf of Walter Reed National Military Medical Center (WRNMMC) and A.T. Augusta Military Medical Center (ATAMMC) desires to procure services in the form of Contract and Procurement Support Analyst Services. The Contractor shall provide services for Walter Reed National Military Medical Center (WRNMMC) to include 1 Senior Contract Analyst, and 1 Contract Analyst. The Contractor shall provide services for A.T. Augusta Military Medical Center (ATAMMC) to include 2 Junior Contract Analysts. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Administrative Assistant Services Support as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this PWS. The Contractor shall provide qualified personnel, necessary to perform the required services. 1 Senior Contract Analyst at WRNMMC Senior Contract Analyst The Contractor personnel must meet or exceed the following qualification criteria. Qualifications: Bachelor s or Associates Degree . A 4-year course of study leading to a bachelor's degree with a major in any field, that includes or is supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization. At least 10 years specialized experience and must be DAWIA Contracting Level III certified (graduate level education may be substituted for years of experience or DAWIA Contracting Level III certification). Shall be able to read, write, speak and understand English. Be a U.S Citizen. Duties and Responsibilities: Exceptional knowledge of all phases of acquisition management. Shall possess outstanding recent operational and managerial resource experience, and a diverse range of subject matter expertise in one or more relevant areas of the acquisition life cycle or program/project functional area, to include: purchasing/procurement, training for staff, research, business process improvement, financial analysis, federal government project or program management, federal statutes and regulations, acquisition or contracting management. Demonstrated record of professional excellence within multiple organizations in challenging management/team lead roles. In-depth understanding of state-of-the-art techniques and best practices. Proficient knowledge of price and cost analysis to review and assess information derived from Requests for Information (RFI) against previous history, actual and estimated expenditures, and established rates to determine price reasonableness. Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems. Exceptional knowledge of Federal and DoD contracting principles (Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD Directives and Instructions, laws, regulations and procedures.
