Statement of Work (SOW) SCBA Gear & Maintenance 1.0 Background The Marine Corps Security Force Battalion (MCSFBN) at Naval Base Kitsap-Bangor requires the procurement of Self-Contained Breathing Apparatus (SCBA) kits and associated lifecycle support services to ensure operational readiness for their specialized security mission at Strategic Weapons Facility, Pacific (SWFPAC). To support critical safety operations, respiratory protective equipment must be standardized, certified, and maintained under rigorous Original Equipment Manufacturer (OEM) Mine Safety Appliances (MSA) authorized quality control protocols. 2.0 Scope of Work The contractor shall furnish all personnel, labor, supplies, materials, equipment, technical expertise supervision, and other items and non-personal services necessary to perform the work described below in this Statement of Work. This is a firm-fixed-price requirement encompassing a base year (supplies and initial services) and two (2) subsequent option years for recurring maintenance support. 3.0 Technical Specifications & Requirements 3.1 Complete SCBA Kits (CLIN 0001) The contractor shall procure and deliver fifteen (15) complete SCBA kits, brand name Mine Safety Appliances (MSA) G1 Part Number / ATO String: MSA A-G1IN7513H1A1AAH1. Each base kit must meet the following salient characteristics: 4500 psig operating system with a threaded remote cylinder connection. Kevlar harness with padding and a chest strap. Adjustable lumbar pad and a metal cylinder cradle. Left-shoulder continuous hose regulator and remote pressure gauge. Standard Alkaline Battery Power Module (Rechargeable batteries are not required). One (1) 45-Minute, 4500 psig Low-Profile Carbon Cylinder. One (1) Medium facepiece with 4-point Kevlar head harness. One (1) Hard carrying case. Spare Carbon Cylinders (CLIN 0002) The contractor shall procure and deliver fifteen (15) spare carbon-wrapped cylinders, brand name MSA Part Number: MSA 10156424-SP. Salient Characteristics: 45-Minute, 4500 psig Low-Profile carbon-wrapped cylinder equipped for threaded remote connection. Must be natively compatible with the SCBA kits in paragraph 3.1 above. 3.3 Small G1 Facepiece (CLIN 0003) The contractor shall procure and deliver one (1) small facepiece, brand name MSA Part Number MSA 10156458. Salient Characteristics: Must natively match the facepieces bundled in the SCBA kits in paragraph 3.1 above, and feature a 4-point Kevlar head harness, open-port design, and no internal electronics. 3.4 Large G1 Facepieces (CLIN 0004) The contractor shall procure and deliver three (3) large facepieces, brand name MSA Part Number MSA 10156460. Salient Characteristics: Must natively match the facepieces bundled in the SCBA kits in paragraph 3.1 above, and feature a 4-point Kevlar head harness, open-port design, no internal electronics. 4.0 Service Requirements (Base and Option Years) 4.1 Annual SCBA Flow Testing (CLINs 0005, 1001, and 2001) The contractor shall perform preventative maintenance flow tests on each of the fifteen (15) SCBA kits provided in paragraph 3 above once per calendar year in strict accordance with the manufacturer's OEM specifications. This service includes all diagnostic labor, software verification, and technical calibration. Repairs: Any required repairs or replacement parts identified during testing shall be quoted separately to the Government and are not covered under this service CLIN. 4.2 Respiratory Fit Testing (CLINs 0006, 1002, and 2002) The contractor shall perform thirty (30) quantitative respiratory fit tests per period of performance to include fit testing of each SCBA unit twice per calendar year. The contractor shall provide a digital calibration/test report for each SCBA flow test within five (5) business days of testing completion.
