This will be a 100% Small Business Set-Aside under the North American Industry Classification System (NAICS) code 237310 Highway, Street, and Bridge Construction and the Product Service Code (PSC) Z2BD Repair or Alteration of Airport Runways and Taxiways Services. The small business size standard under NAICS 237310 is $45,000,000.00. The Department of the Air Force anticipates issuing a solicitation for a comprehensive Indefinite Delivery/Indefinite Quantity (IDIQ) contract to execute various civil works projects on the active airfield at Tyndall AFB where specific requirements and quantities will be established via individual Task Orders throughout the five-year ordering period (base year and four option years). The scope of work encompasses the demolition, repair, and new construction of heavy-load airfield pavements, including Portland Cement Concrete (PCC), Hot Mix Asphalt (HMA), and interlocking pavers. Associated civil infrastructure tasks include earthwork, subgrade preparation, and grading. Key Operational and Environmental Constraints: This requirement necessitates operating within a highly restricted, active military flightline environment. The successful contractor must possess the proven capability to: Execute complex construction phasing that minimizes operational downtime for active runways and taxiways; maintain rigorous flightline safety protocols; including comprehensive Foreign Object Debris (FOD) prevention and dynamic coordination with Air Traffic Control (ATC) and Airfield Management; achieve strict adherence to Unified Facilities Guide Specifications (UFGS) for heavy aircraft loading and DoD safety manual EM 385-1-1; manage complex environmental compliance; including securing Environmental Resource Permits (ERP) and safely handling, containing, and disposing of contaminated soils and groundwater, specifically in areas impacted by Aqueous Film Forming Foam (AFFF).
