COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: NIH Off-road Fleet Maintenance and Mobile Mechanic Services (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N98026Q01099 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; and FAR Part 12�Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2026-01, with effective date March 13, 2026. (iv) The associated NAICS code 811111 and the small business size standard is $9 million. This requirement is set aside for small businesses (SB). (v) This requirement is for the services outlined in the attached statement of work. Attachment 2 contains a list of all vehicles that will be covered under this contract. (vi) The purpose of this requirement is to procure comprehensive maintenance, repair, towing, transport, and mobile technician services for Government-owned off-road vehicles to ensure fleet readiness and continuity of operations. The contractor shall provide all labor, parts, materials, equipment, and management necessary to perform preventive maintenance, diagnostics, emergency repairs, and related services through on-site mobile support and contractor facilities in accordance with manufacturer specifications. (vii) The Government anticipates award of a firm fixed-price purchase order for this acquisition, and the anticipated period of performance is twelve (12) months with the potential for four (4) 12-month option periods as follows: Base Period: September 15, 2026 � September 14, 2027 Option Period 1: September 15, 2027 � September 14, 2028 Option Period 2: September 15, 2028 � September 14, 2029 Option Period 3: September 15, 2029 � September 14, 2030 Option Period 4: September 15, 2030 � September 14, 2031 (viii) The provision at FAR 52.252-1, Solicitation Provisions Incorporated by Reference (Feb 1998), applies to this acquisition. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer.
