The U.S. Department of Health and Human Services (HHS), Office of Mission Acquisition Solutions (OMAS), on behalf of the Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR), Division of Technology (DoT), intends to solicit and negotiate on a sole-source basis with: Coforma LLC,1200 18th Street NW, Suite 700, Washington, DC 20036-2531; for the continued operation, maintenance, enhancement, and Tier 3 end-user support of the ORR Process and Technology Modernization (OPTM) Platform and Home Studies/Post-Release Services (HS/PRS) applications, including associated shared OPTM platform infrastructure supporting the ORRbit application ecosystem. This notice is being publicized in accordance with RFO FAR 5.101, Presolicitation Notice. The Government intends to award the proposed bridge contract to Coforma LLC pursuant to RFO FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, subject to approval of the required justification for other than full and open competition. The contemplated sole-source action is limited to the interim bridge requirement and is intended to maintain continuity of existing production services while the Government completes a competitive follow-on acquisition. Procurement History This is not a new requirement. The OPTM requirement has been performed by Coforma LLC since September 2023 under awards through the Small Business Administration's (SBA) 8(a) Business Development Program. Coforma performed under Contract No. 75ACF123P00017 from September 30, 2023, through September 29, 2024; Contract No. 75ACF124P00015 from September 30, 2024, through September 29, 2025; and currently performs under Contract No. 75P00125C00022, which expires September 29, 2026. These awards were made pursuant to Section 8(a) of the Small Business Act, 15 U.S.C. 637(a). Description of Requirement The proposed bridge contract will provide continued support for the ORR OPTM Platform and HS/PRS applications. The HS/PRS applications are production systems used by ORR personnel and Provider grantees to support time-sensitive case-management activities for unaccompanied alien children. The OPTM platform also provides shared services and infrastructure used by multiple integrated product teams across the ORRbit ecosystem. The requirement includes continued: Operation, maintenance, and enhancement of the HS/PRS applications; Tier 3 end-user support; Operation, maintenance, and enhancement of shared OPTM platform infrastructure; Support for APIs, microservices, and system integrations; Monitoring, logging, alerting, incident response, and vulnerability remediation; Data collection, analysis, and reporting; and Delivery of prioritized application and platform enhancements. The bridge contract is intended to maintain continuity of these production services while the Government completes the competitive follow-on acquisition and transitions performance to the successor contractor. The draft Performance Work Statement (PWS) is attached to this notice and describes the Government's complete requirements. Interested parties are responsible for reviewing the PWS in its entirety. Basis for Intended Sole-Source Award The Government intends to award the interim bridge requirement to Coforma LLC, the incumbent contractor, pursuant to RFO FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Coforma currently operates and supports the production HS/PRS applications and shared OPTM platform infrastructure and possesses the personnel, system access, credentials, and technical and operational knowledge necessary to continue performance without interruption. Award to another source for the limited bridge period would require transition of the existing production environment, including personnel onboarding and credentialing, system and repository access, and transfer of technical and operational knowledge.
