This is a solicitation for commercial products or commercial services prepared in accordance with FAR part 12. This announcement constitutes only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 61200PR260045183 is issued as a request for quotation (RFQ), request all labor, materials, equipment, and supervision to perform annual maintenance on all specified generators at U.S. Coast Guard Training Center Petaluma, 599 Tomales Road, Petaluma, CA 94952-4154. This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 Effective Date 03/13/2026. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310, with a small business size standard of $12.5M. Product Service Code is J030. Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include (1) The solicitation number. (2) The name, address, telephone number of the Offeror. (3) The Offeror s Unique Entity Identifier (UEI) (4) Information necessary to evaluate the factors contained in the provision at 52.212-2 (5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and (6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendment Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. U.S. Coast Guard (USCG) Training Center (TRACEN) Petaluma, 599 Tomales Road, Petaluma, CA 94952-4154, has a requirement for annual generator maintenance on 12 generators. Offerors are required to provide prices for all items/CLINs. A zero-dollar figure ($0.00) unit price means the offeror shall provide the service/supply at no charge to the Government. Unit prices left blank or annotated with something other than a dollar figure will be considered unacceptable. Basis for Award: Award will be made to the quoter whose quotation offers the best value to the government, considering Technical Approach, Past Performance, and Price. The government will evaluate information based on the following evaluation criteria: 1. Technical Capability: The Government will evaluate the offeror s technical capability to perform the requirements outlined in the Statement of Work (SOW). This includes the offeror s ability to perform comprehensive annual generator maintenance, conduct system inspections and operational testing, provide detailed service reports and documentation, and comply with all applicable federal, state, and local environmental and safety regulations. The evaluation will consider the offeror s approach to performing certified maintenance on all specified facility generators, including their understanding of the scope, tasks, technician qualifications, and performance standards. Proposals must demonstrate a clear and comprehensive plan for fulfilling all contract requirements. 2. Past Performance. The Government will assess the offeror s past performance in performing commercial and emergency generator maintenance and repair services for federal, state, or local government agencies, or commercial entities.
