NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office 8, intends to award a 90-day bridge contract for Waste Management Services to Tri-County Recycling, Inc., the incumbent contractor, for the anticipated period October 1, 2026 through December 29, 2026. The Government has determined that Tri-County Recycling, Inc. is presently the only source capable of providing uninterrupted performance beginning October 1, 2026. NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office 8, intends to award a 90-day bridge contract for Waste Management Services to Tri-County Recycling, Inc., the incumbent contractor, for the anticipated period October 1, 2026 through December 29, 2026. The Government has determined that Tri-County Recycling, Inc. is presently the only source capable of providing uninterrupted performance beginning October 1, 2026. The incumbent has the required containers, compactors, equipment, established routes, personnel, and operational capability in place. The bridge is necessary to maintain continuity of services while the Government completes the competitive follow-on acquisition and allows adequate transition time for the successor contractor. A separate Request for Quotation (RFQ) will be posted for this requirement. Although the Government intends to solicit and negotiate with Tri-County Recycling, Inc., all responsible sources may submit a quotation and/or capability statement in response to the RFQ by the stated response deadline. All timely responses will be considered by the Government. Interested sources must demonstrate the capability to perform the complete requirement and begin full performance on October 1, 2026, without interruption of services.
