This was awarded as an Unusual and Compelling Urgency IAW (RFO 6.103-2, 6.104-1(a)(9)(ii)) - The supplies are needed at once because of a recall which depleted the stock on hand. This essential, lifesaving supply is needed at once, to preclude impairment of healthcare delivery capabilities or mission performance. If not procured, veterans lives could be lost.
