The Subject Matter experts (SMEs) using and designing the system requirement will provide the final determination of whether a brand equal system can be considered. The SMEs best understand the procurement need, and what product, brand, model, configuration will best maintain full system integration, full system compatibility, fully operational capability, and which system will best afford operational and mission continuity with minimized risk to patient care and patient outcomes. Extending Combined Synopsis to 09/09/26 @ 16:30 PM The VA at VAMC CWM (Central Western Massachusetts [Northampton/Leeds]) has requested the brand specific requirement for the Sorna Vertex 25ei Platform/CD Burner, Installation & Training Support, UPS 1KVA Tower, and published Training Manuals. The VA also noted that Delivery costs must be less than $250.00 or rolled into line-item pricing. VAMC CWM has standardized to the Sorna Vertex 25ei Platform and integrated CD Burner. The VA is requesting the Sorna brand Vertex 25ei Platform/CD Burner package; VAMC CWM has standardized to the Sorna Vertex 25ei Platform/CD Burner and the interconnecting PACS, VNA, RIS, and EMR systems. Standardization supports a request for brand name where an assurance for system integrity and system compatibility: fit, form, and function, are required to ensure full system functionality and integrity with existing PACS (Picture Archiving Communication System), VNA (Vendor Neutral Archive), RIS (Radiology Information System), and EMR (Electronic Medical Record) systems. Replacement with a name brand to which the service has standardized requires no additional accommodation or adaptations to ensure system integrity, system compatibility, and system functionality. Brand name replacement assures that the replacement product fully and directly integrates with the backup Sorna Vertex 25ei/CD Burner, and the existing PACS, VNA, RIS, and EMR systems. Replacement with a brand name, exact replacement, diminishes risk to patient care and treatment outcomes, and it preserves operational and cost efficiencies derived from standardization. A vendor is requesting consideration of a brand equal platform and CD Burner per FAR 11.105. FAR 11.105 states: An agency must not write requirements specifying a particular brand name, product, or feature unique to one manufacturer unless all three conditions are met: (a)(1) Essential to Government requirements Market research must clearly show that: Only that brand or feature meets the Government s minimum needs; and Other manufacturers similar items do not meet (and cannot be modified to meet) the requirement.
