Full scope
The U.S. Department of State, on behalf of U.S. Embassy San Jos , has a requirement for forty (40) trained detection canines to support law enforcement operations in Costa Rica. These canines will support tracking operations across various Costa Rican law enforcement agencies. Prospective vendors must review the full Statement of Work (SOW), attached to this solicitation, in its entirety to ensure their submission meets all requirements. Prospective vendors must review the full Statement of Work (SOW), attached to this solicitation, in its entirety to ensure their submission meets all requirements. Failure to comply with the full SOW may render a proposal technically unacceptable. The vendor shall submit Firm-Fixed-Price (FFP) quotes using the pricing matrix in Microsoft Excel format, covering all aspects of contract performance, including: Canines Equipment Vaccines A 10-day-plus food supply Delivery and transportation of all canines to San Jos International Airport No cost-reimbursement line items will be permitted under this contract. The Government will award a contract resulting from this solicitation using a best value tradeoff process. Non-cost factors Technical Acceptability and Past Performance are weighted more heavily than price; however, proposed pricing must remain in alignment with the Independent Government Cost Estimate (IGCE). Prospective vendors shall submit the following as part of their proposal: Technical Proposal demonstrating understanding of and capability to meet the requirement (see SOW). Past Performance References (3 5), formatted per Section 2.2. Pricing Proposal using Microsoft Excel pricing matrix, per Section 1.11.
