The Government is seeking to identify Indian Small Business Economic Enterprises (ISBEE) and/or Indian Economic Enterprises (IEE) as its first preference and Service-Disabled Veteran-Owned Small Businesses (SDVOSB) as its second preference capable of performing the below Indian Health Service (IHS) requirement. Any vendor responding to this notice should submit their capability statement as well as the Buy Indian Act Indian Economic Enterprise Representation Form (Attachment 1). Instructions for submission are outlined below in Response Requirement section. This is a Sources Sought Notice. This is NOT a solicitation for proposals, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified small ISBEE and/or SDVOSB and/or other than small IEE Firms (25 USC 47) that are capable of providing IHS Enterprise End User Devices (EUD) and software, such as peripherals, software licenses, and related deployment support services necessary to support the implementation of IHS s new Patients at the Heart (PATH) Electronic Health Record (EHR) implementation activities. This requirement will support IHS Office of Information Technology (OIT). Your response to the information requested will assist the Government in determining the appropriate acquisition strategy. BACKGROUND The Indian Health Service, an agency within the Department of Health and Human Services, is responsible for providing federal health services to AI/AN populations. The IHS is the principal federal health care provider and health advocate for AI/AN, and its goal is to raise their health status to the highest possible level. IHS provides a comprehensive health service delivery system for approximately 2.6 million American Indians and Alaska Natives who belong to 573 federally recognized tribes in 37 states. PATH demonstrates IHS s dedication to assisting individuals on their journey to healing, promoting empowerment, and advancing health and wellness in line with nature and community values. The PATH EHR reflects the vision statement of the Modernization Program, which aims to "Provide the best possible EHR, managed by its users, for its users, to drive high-quality health care through sustainable, modern, and easy-to-use tools." The Contractor shall provide, at a minimum: Commercial, new (not used or refurbished), Trade Agreements Act (TAA)-compliant supplies that match the salient characteristics in the table below, on a Brand Name or Equal basis as applicable. FOB Destination delivery to the receiving location designated by the Government, with standard commercial packaging to prevent in-transit damage. Line-item documentation at time of shipment/delivery: manufacturer and model/part number, COO, warranty terms, and (when applicable) VPAT for ICT items and ENERGY STAR / EPEAT identifiers.
