NOTICE OF INTENT This is a notice of intent to solicit from a single source. The purpose of this notice is to satisfy the requirements of FAR 5.101(c)(4)(vii). This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a capability statement by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The U.S. Geological Survey (USGS), California Water Science Center (CWSC) intends to award a purchase order to R.T Clark for SmartSolo IGU-16HR 3C 5Hz nodal seismic data acquisition system and supporting equipment to monitor long-term characterization and monitoring of groundwater hydrologic systems. Award will be made in accordance with Federal Acquisition Regulation FAR Part 12 Acquisition of Commercial Products and Commercial Services. To the knowledge of USGS, R.T. Clark is the only source that can provide the nodal system above, as it will primarily be used in conjunction with existing government-purchased equipment as required to complete regional-scale surveys. The nodal seismic system needs to fully integrate with the existing SmartSolo IGU-16 sensor pool in operation at the Geology, Geophysics, and Geochemistry Science center. In seismic nodal networks of any size, all nodes must sample data at exactly the same frequency and have precise coordinated timing. Differences in programmable settings and hardware within the network compromise this compatibility. The SmartSolo sensor system requires specialized programming software to synchronize the sampling frequency and data recording across the node network. Responses or inquiries shall only be accepted through electronic mail addressed to Contracting Officer Joahnne Ongjoco at [email protected] and must be uploaded and received in their entirety no later than 09/04/2026 at 0900 hours Eastern Time. Responses submitted by hardcopy or the SAM.gov portal shall not be accepted or considered.
